SIYB is an international programme developed by the International Labour Organization with financial assistance from the Swedish International Development Agency (Sida). The development objective of the SIYB programme is to contribute towards economic growth and the creation of quality employment through supporting small business start-ups and improvement in performances of existing enterprises.

 
     
   

The immediate objectives of the programme are to enable:

 
   

local partner BDS organizations in the project countries to effectively and independently implement SIYB training and related follow up activities

 
 
    small scale entrepreneurs to start and grow sustainable businesses and to create employment opportunities in the process.  
 
     
   

The SIYB programme was designed around an institutional approach. Based on the assumption that local SIYB partner organizations are important for the development of the national economies, the SIYB Regional Project Office builds the capacity of local Business Development Services (BDS) organizations to effectively and independently implement SIYB training and related activities.

The ultimate beneficiaries of the SIYB programme are entrepreneurs that want to start or grow their own businesses. The SIYB program reaches these entrepreneurs via the BDS organizations. The BDS organizations are the immediate beneficiaries of the SIYB programme. This institutional approach of the programme enables the SIYB programme to multiply its capacity to reach as many small-scale entrepreneurs in large numbers.

 
     
 

The SIYB Training of Trainers (TOT) programme

 
    One way of building capacity within BDS organizations to effectively and independently implement SIYB training and related follow up activities is through training of SIYB trainers. Once an organization is selected as a partner organization in the SIYB programme, it nominates candidates for a TOT seminar. SIYB trainers are the heart-piece of the programme and form the driving force behind entrepreneurial activities. A rigorous selection criteria and process is therefore applied and followed in selecting suitable trainers
.
Candidates that have been selected for training, attend a two-week TOT seminar. Seminar participants are expected to plan and conduct SIYB training immediately upon returning to their organizations. They are assisted in the process through technical back-up support of the Master Trainers. TOT participants who successfully complete the training and conduct entrepreneurial activities, including follow-ups, are then certified as competent SIYB trainers.

 TOMT participants are not automatically certified upon successfully completing the seminar. Prior to final certification, potential Master Trainers have to prove in the field their ability to organize and conduct TOT seminars. The ILO-SIYB RPO assesses them during training, ascertaining in particular the following competencies in the process: how marketing of the SIYB programme and selecting partner organizations was done; how the TOT is organized and conducted, management capability demonstrated during the process as well as follow up on the trainers trained. Upon satisfactory performance, they are then fully certified as SIYB Master Trainers and are eligible for a license.
 
     
   

Target Groups

 
    The SIYB programme has two target groups  
   

The immediate programme beneficiaries

 
    The indirect or ultimate programme beneficiaries  
     
  The immediate SIYB beneficiaries  
   

The immediate beneficiaries of the SIYB programme are local Business Development Services (BDS) organizations, and the trainers working for them. The SIYB Regional Project Office seeks collaboration with the ILO social partners i.e. employers’ organizations, trade unions and government agencies in implementing the SIYB programme. However, other BDS organizations (whether non-governmental, profit making or non-profit making) are also invited and welcome to participate in implementing SIYB.

 
     
  To qualify for collaboration in the SIYB programme, BDS organizations should meet the following criteria  
  Have a proven record in or clear potential to provide BDS for small enterprises, particularly in training and follow up activities  
 
  Have, or have access to , financial resources to carry out training  
  Be willing to integrate SIYB into their regular activities  
  Be willing to cooperate with other SIYB training providers  
  preferably, have a geographical spread of operations a given country, then allow local BDS organizations to independently and effectively implement the programme with minimal direct ILO support and supervision.
 
 
 
 
     
  The Ultimate SIYB Beneficiaries  
   

The ultimate or indirect beneficiaries of the SIYB programme are small-scale entrepreneurs who either want to start or grow their own businesses. Entrepreneurs are the reason why SIYB exists. They are referred to as an indirect target group because the ILO reaches them via local BDS organizations. As described elsewhere, the ILO builds capacity within these organizations to enable them to train and support entrepreneurs using the SIYB approach, methodology and materials.

Acknowledging the fact that many entrepreneurs often lack of  minimum qualifications for SIYB training, but still have a genuine demand for business start-up and management training, the ILO developed a simplified version of the SIYB programme. This programme is suitable for entrepreneurs with low literacy and numeracy and who need just enough information to start and operate micro-businesses.

 
     
 

Simplified SIYB

 
    An impact evaluation exercise conducted in 1997 revealed that some small entrepreneurs participating in SIYB training seminars had limited formal education and therefore struggled to fully comprehend the training materials. Acknowledging the genuine demand of this "lower" target group segment of small entrepreneurs for business start-up and management training, the ILO-SIYB Regional Project Office developed a simplified version of the existing SIYB training materials.

The simplified material version is now available as Simplified SIYB Manual. The Manual consolidates the key SYB and IYB concepts into one workbook. The objective of that workbook is to raise awareness and assist micro-entrepreneurs in planning and/or structuring their businesses. Training materials for entrepreneurs

 
    While SIYB materials are versatile and can be easily used independently as self study material, the ILO-SIYB program recommends that entrepreneurs should be introduced to the material in a training intervention. These interventions enable entrepreneurs to share experiences and learn from each other during training. After such training, it is much easier for the entrepreneurs to use the materials on their own.

  GYBI training is for men and women who want to start a business but do not have a concrete business idea yet. The GYBI Workbook is introduced to entrepreneurs who like to know more about generating business ideas during GYBI workshops. This workbook emphasizes practical ways to carry out different business idea generation techniques. Step-by-step explanations are given in easy-to-understand language. Appropriate illustrations are used to further explain concepts. Relevant examples and exercises are important features of the GYBI Workbook, enabling the reader to immediately practice various business idea generation and selection techniques.  
     
     
 

At the end of this training, participants are expected to have developed a concrete business idea ready for implementation. SYB materials are introduced to potential entrepreneurs who want to start businesses. They consist of

 
  • SYB Manual
  • SYB Business Plan Booklet
  • SYB Directory of Advice and Assistance.
  • The SYB Manual guides the potential entrepreneur step-by-step in how to prepare and complete a business plan.

Practical examples of business start-ups, concepts and procedures as well as exercises and activities are an integral part of each step. The SYB Business Plan Booklet contains blank forms which potential entrepreneurs use to complete their own business plans. These plans form a sound basis for any business. The ILO obtained valuable inputs and feedback in developing the booklet from financing institutions, and thus the booklet meets the basic requirements of many financial institutions.

The Directory of Advice and Assistance gives the participants relevant, country specific information regarding local sources of finance, business registration, technical and functional skills training, etc. The Directory of Advice and Assistance is updated periodically for each country.
     
     
  The IYB Basics kit consists of a set of seven books, accompanied by four IYB Form Booklets. The materials are introduced to existing entrepreneurs during an IYB training seminar. The manuals introduce entrepreneurs to the principles of efficient small business management in a simple and practical way.

Step-by-step explanations are given in easy-to-understand language and appropriate illustrations are used to explain concepts. Relevant examples and exercises are also important features in the IYB Basics, thus enabling entrepreneurs to identify their own business problems and actively engage in solving them.

The 7 manuals cover: Marketing, Buying, Stock control, Costing, Record-keeping, Business Planning and the new People and Productivity manual. The four accompanying IYB Form Booklets are a collection of blank forms which entrepreneurs can use to plan sales and costs; to do cash flow; to control stocks and to keep simple but accurate records.
 
     
 

Materials for SIYB trainers

 
    To ensure the quality of training activities, SIYB trainers use a core set of training materials. These materials assist certified SIYB trainers to effectively and independently implement SIYB entrepreneurial training and related follow up activities. Training materials are only introduced and distributed to participants during an SIYB Training of Trainers seminar. The training material for trainers consist of

    The SIYB Trainers Guide is designed to assist SIYB trainers to plan and deliver effective, high quality GYBI, SYB and IYB training and follow up activities, respectively. Each guide contains guidelines for organizing and conducting the training intervention, the recommended training methodologies, seminar duration, and provide structured session plans.

The Monitoring and Evaluation (M&E) kit contains all the forms and tools to conduct SIYB activities. M&E enjoys high priority in the SIYB programme, which operates a very well developed M&E system. The system contains information, techniques and tools that are easy-to-use and cost effective and are designed to enable trainers to measure the quality and effectiveness of their training and follow up inputs.

Though the M&E system, trainers are able to collect information; determine progress in carrying out planned activities and achieving programme objectives as well as targeted outputs and providing feedback to all programme stakeholders (training managers, user organizations, private trainers, donors and project management).

Monitoring is an ongoing activity that focuses on programme implementation. The basic tool used is the SIYB Activity Report. Both Trainers and Master Trainers are encouraged to report all training activities (entrepreneurial as well as trainer, respectively) by filling in and sending these reports to the SIYB Regional Project Office. The RPO maintains a database of all these reports that is continuously updated. This database is used to produce various reports and impact assessment purposes.

Evaluation is a periodic exercise that is mainly concerned with the achievement of the immediate objectives of the programme. Evaluation measures the impact of the SIYB programme against predetermined and agreed indicators. Evaluation questionnaires are the major tool in impact assessments carried out by the RPO.

The SIYB Game Trainers Guide assists trainers to facilitate the four modules of the Game. It contains, among others, information about how to set up and lead the activities of the Game, discussing after each module to analysing the main learning points.

The Adult in a Learning Situation Booklet introduces SIYB trainers to the theory and practice of training adults and adult learning. The booklet discusses, among other topics, various training techniques and tools that are specifically recommended for participatory, action-oriented SIYB training sessions.

 To assist Trainers to effectively market the SIYB programme, the ILO-SIYB Regional Project Office has designed a wide range of promotional tools, such as: brochures and flyers (targeting both organizations and entrepreneurs), posters, SIYB programme presentation, an SIYB video and publishes a quarterly SIYB Bulletin.
